State regulation of mineral resources in Afghanistan

Due to more than three decades of war and conflicts, almost all sectors of Afghanistan have been badly affected. In recent years, however, the reconstruction of Afghanistan started with the financial support of international community. Besides the support, Afghanistan is committed to increase its own revenue from internal resources and will finally be able to finance its all expenditures. One of the major sectors that could help to increase its revenue is the mining sector. Recently, mining sector has emerged as a major revenue generating sector. However, it should be seen how the mineral resources are regulated in Afghanistan. Our findings show that it generally seems that almost all contracts comply with the current regulations, but in some contracts, social and environmental issues are not mentioned. So, some of the articles of those contracts do not comply to the current regulations, and they need to be reconsidered.
